Newfoundland and Labrador operates one of the most aggressive provincial income-tax systems in Canada, with eight brackets ranging from 8.7% to 21.8%. The province introduced new top brackets above $1 million as part of a deficit-reduction strategy following the 2014-2016 oil-price collapse, and these elevated rates remain in effect today. The combined federal-provincial top marginal rate of 54.8% is the highest in Canada — higher than Quebec, Nova Scotia or Ontario — and applies to taxable income above approximately $1,141,275.

For middle-income residents in St. John's, Corner Brook, Gander and across the province, the effective burden is heavier than most other Atlantic provinces but partially offset by relatively low housing costs.
