Manitoba Income Tax: 2026 Overview

Manitoba operates a streamlined three-bracket provincial income-tax system with rates of 10.8%, 12.75% and 17.4%. While these rates appear higher than neighbouring Saskatchewan, Manitoba pairs them with one of the most generous basic personal amounts in the country — $15,780 for 2026 — which substantially reduces actual tax payable for low- and middle-income residents in Winnipeg, Brandon and throughout the province. The province's bracket thresholds are indexed annually to inflation, providing some protection against bracket creep.

Manitoba employers with annual remuneration exceeding $2.5 million pay the Health and Post Secondary Education Tax Levy (commonly called the "payroll tax"), at 2.15% above $5 million and reduced rates between $2.25M and $4.5M. This is a true employer-side tax and does not affect employee paycheques directly. The province's combined top federal-provincial marginal rate of 50.4% lands in the middle of the Canadian range — higher than Alberta, Saskatchewan or BC for top earners, but lower than Ontario, Quebec or Nova Scotia.

Manitoba does not impose a provincial surtax or health-care premium on individuals. Employers with payrolls above $2.25M pay the Health and Post Secondary Education Tax Levy, which is invisible to employees. The basic personal amount of $15,780 in 2026 shelters more income than Ontario, BC or PEI. Key non-refundable credits include the basic personal amount, spousal amount, age amount, fitness tax credit for children, and the primary caregiver tax credit. Manitoba also offers the Family Tax Benefit, school tax credit and rebate, and a refundable Education Property Tax Credit for renters and homeowners.
