Understanding Vancouver Property Taxes

Vancouver holds the distinction of having the lowest residential property tax rate among major Canadian cities, at approximately 0.29%. However, with the average detached home assessed at well over $1.5 million, the dollar-amount tax bills remain significant. Vancouver’s property tax rate is set annually by City Council and reflects both municipal services and levies for TransLink (transit), Metro Vancouver (regional services), BC Assessment, and other regional bodies.

Vancouver imposes several additional taxes aimed at cooling the housing market. The Empty Homes Tax (Vacancy Tax), introduced in 2017, applies a levy of 3% of assessed value on homes that are not occupied as a principal residence or rented for at least six months of the year. The BC Speculation and Vacancy Tax is a separate provincial levy targeting owners of vacant homes in designated urban areas. Additionally, foreign buyers face a 20% Provincial Property Transfer Tax surcharge in the Greater Vancouver area.

BC Assessment determines property values annually based on market conditions as of July 1 of the previous year. Homeowners over 55 or those with disabilities may qualify for the BC Property Tax Deferment Program, which allows them to defer annual property taxes at a low interest rate until the property is sold or transferred. Vancouver also offers a Home Owner Grant that reduces property taxes by up to $570 for homes assessed under $2,150,000.
