Regina’s effective residential property tax rate of approximately 1.45% is one of the highest in western Canada, considerably above Saskatoon’s 0.81%. The higher rate reflects Regina’s smaller commercial tax base relative to its population: with a smaller commercial sector compared to Calgary, Edmonton, or Saskatoon, more of the city’s revenue burden falls on residential properties. Saskatchewan’s assessment system uses a Percentage of Value (POV) factor: residential property is taxed on 80% of its assessed market value. The taxable assessment is then multiplied by the city’s mill rate to determine the property tax. The Saskatchewan Assessment Management Agency (SAMA) conducts assessments every four years, with the current cycle running from 2025 to 2028 based on a 2023 base date.
