Understanding Quebec City Property Taxes

Quebec City’s residential property tax rate of approximately 0.85% is set annually by the Conseil municipal during the city’s budget process. The rate is applied to the property’s assessed value (valeur foncière), which is updated on a triennial basis by the city’s evaluation department. Quebec uses a market-value approach to assessment, but rolls are updated less frequently than in Ontario or BC. As Quebec’s historic capital and a UNESCO World Heritage site, property in the Vieux-Quebec sector tends to be highly assessed despite lower turnover than other neighbourhoods.

Quebec City property owners should be aware that the province uses a different system from Ontario’s land transfer tax. Quebec charges the “Welcome Tax” (droit de mutation immobilière) on property transfers, with rates ranging from 0.5% to 3% depending on the property value. Unlike many other provinces, Quebec also has its own school tax (taxe scolaire) which is billed separately from the municipal property tax bill.
