Understanding Montreal Property Taxes

Montreal’s residential property tax rate of approximately 0.82% is applied to the assessed value determined by the City’s property assessment roll, which is updated on a three-year cycle. The total tax bill includes the general municipal tax plus levies for water services, the Montreal Metropolitan Community (CMM), and the agglomération council. Boroughs within Montreal may also apply a local tax surcharge for neighbourhood-specific services.

Quebec’s land transfer tax — known as the “welcome tax” (droit de mutation) — is charged when purchasing real estate and is paid by the buyer. It is calculated on a tiered scale: 0.5% on the first $62,900, 1.0% between $62,900 and $315,000, and 1.5% between $315,000 and $552,300 (provincial base, indexed for 2026). Montreal adds higher tiers: 2.0% between $552,300 and $1,104,700, 2.5% between $1,104,700 and $2,136,500, 3.5% between $2,136,500 and $3,113,000, and 4.0% above $3,113,000.

Montreal property owners can contest their assessment by filing a complaint with the City within the designated review period. The school tax, previously billed separately by school service centres, has been standardized across Quebec at a rate set by the provincial government.
