Understanding Halifax Property Taxes
Halifax Regional Municipality (HRM) charges a residential property tax rate of approximately 1.16% for properties in the urban general tax area. The actual rate depends on the property’s location within HRM—urban general, suburban general, or rural general—with rural properties typically paying lower rates because they do not receive the full slate of urban services. Property assessments in Nova Scotia are conducted by the Property Valuation Services Corporation (PVSC), an independent body that assesses all properties in the province annually using a market-value approach.
Nova Scotia has a unique Capped Assessment Program (CAP) that limits annual assessment increases for residential properties to the rate of inflation. This means even if your home’s market value rises sharply, the taxable assessment can only increase by the CAP rate (typically 2–3%). The CAP applies only as long as you own the home; when a property changes hands, the new owner pays tax based on the full current market value. Halifax has seen substantial price appreciation in recent years driven by interprovincial migration, which has made the CAP increasingly valuable for long-term owners.
